On August 18, 2011, Public Safety Minister Vic Toews announced the release of a new wanted list of the Canadian Border Services Agency. Rather than suspected war criminals, this list includes immigrants who are not alleged war criminals but who have been convicted of serious criminal offences in Canada.

Speaking from a CBSA office in downtown Toronto, Toews said, "Canadians are taking a stand against those who are in our country illegally." The Minister added that the government of Canada is taking its obligations to safeguard the safety of Canadians very seriously.

Candice Hoeppner, the Parliamentary Secretary to the Minister of National Defence, was present with Toews and added, "Canada's doors will not remain open to those who have broken the law and have endangered the safety of our citizens."
